Can anyone tell me how to set seed number in Monte Carlo study? Is there any rule for setting seed number?

No rules really. Just give a (randomly chosen) number. Old numerical analysis folk lore said to choose the last digit to be an uneven number. But for the really serious person there are random number tables.

I am interested in doing an EFA simulation study -Can EFA data be simulated using MPLUS?
If so, can I create nonnormal and/or categorical data?

You would need to do an EFA in a CFA framework to generate EFA data using Mplus. And yes, you can create categorical data.
