How do I know whether my variances are fixed or floating? More specifically, I would like my variances to correlate. Is this something that I need to include in the syntax for LVMM or is it already included? I'm using TECH8 TECH11 TECH14.

I'm thrown off by your language here. If a variance is estimated it is free parameter. I don't know what a floating variance is. When variances are free parameters in the model their estimates correlate as shown in Tech13. Only if variances are declared as random, that is, varying across clusters as in Version 8, can one talk about variances correlating.
