Which is the appropriate title for a factor mixture model where the dependent variable is repeated measures of an ordered categorical variable, and the intercept and slope growth factors are allowed to have variance within class, but are equal across classes. I thought it was LCGA, but a recent Muthen chapter is making me believe that it is growth mixture modeling for the mixture of continuous and categorical factors with the variability within but not across classes.

I think this would be referred to as growth mixture modeling (GMM). LCGA does not allow within class variation.
