What syntax can I use to fill in my missing data and also save the data set?

Can I use maximum likelihood estimation for this or does it have to be multiple imputation?

It would need to be multiple imputation and you would need to analyze a set of multiply-imputed data sets using TYPE=IMPUTATION. FIML does not result in values for missing data.
