I want to modify it to allow for residual covariances to be non zero because right now I am not getting a model fit. How do you specify that in the model?

Try adding residual covariances. You can do them pairwise using
y0-y28 PWITH y1-y29;
Also, having perfect linear growth over that long of a time span is often not realistic.
