Asparouhov & Muthen (2008) describe how the 3PL IRT model is a special case of the complex GoM-FMA model they describe.

Can anyone give an example of how to write the code to set this up in Mplus?

If it is not possible, is there some other way to model the effect of guessing?

Additional thought: In many settings such as item DIF analysis it is common to set the guessing parameter equal across all items (usually somewhere between .10 and .20 for 5-option MC items). If there was a way to effectively do this in Mplus that would be a great help. Item-specific guessing parameters tend to be unstable anyway.
