I would like explore how a SEM model is different between at the beginning of a semester and the end of a semester. So, I will administrate the same survey to same people at different time points (beginning, end). In this case, can I use a structured mean analysis in SEM? If so, to make a measurement model before comparing two models, do I have to have all data from both beginning and end of a semester?
If this is wrong, what SEM analysis method should be used?

You would need to have both sets of data. You would need to establish measurement invariance across time before comparing factor means or other structural parameters.
